Games explained: Are extra difficult games a problem?

Computer games like “Sekiro: Shadows Die Twice” are incredibly difficult. The concept here is to fail often so you can really enjoy the rare moments of success. At the same time, however, extreme levels of difficulty make games inaccessible to many people. Does this conscious design decision represent artistic freedom or an example of not keeping up with the times because it prevents inclusion?
